OREST T DUBNO Obituary

Orest Tadey (Tom) Dubno passed away on Wednesday, August 7, 2019. He was predeceased by his wife, Irina L. Dubno, and his son, Gregory B. Dubno. He is survived by his daughter, Danna Dubno Blowers (John) of Ballston Lake, NY; sisters Irena Hladky of Cheshire, Olga Pospolita of New Haven, and Luba Dubno of New Haven; sister-in law Svetlana Golembieski of North Branford, brother-in-law Serge Leschuk (Andrea) of Clinton, and sister-in-law Jane Leschuk of North Branford, as well as many nieces, nephews, cousins and dear friends. Orest was born in Ukraine on June 22, 1937, son of the late Hryhoryj and Emilia Skorna Dubno. He came to the United States with his family in 1949, and after living in Maryland and New York City, settled in New Haven. He was a graduate of James Hillhouse High School, and upon graduation proudly served in the United States Marine Corps, where he was stationed as an MP in Guantanamo Bay, Cuba. After an honorable discharge, he embarked on a career in banking with The First New Haven National Bank, his last role being Assistant Vice President and Branch Manager. In 1975, Governor Ella T. Grasso appointed him Deputy Tax Commissioner for the State of Connecticut. He was subsequently appointed Commissioner of Revenue Services in 1979, and went on to be named President and Executive Director of the Connecticut Housing Finance Authority (CHFA). After his retirement from CHFA, he served on their Board of Directors.  Active in his community, Orest served as President of the University of New Haven Alumni Association from 1986-1988 and is an inductee of their Alumni Hall of Fame. Additional civic pursuits include serving on the Connecticut State Municipal Finance Advisory Commission, Vice Chairman of the New Haven Redevelopment Agency, and a member of New Haven’s Board of Finance and Fair Rent Commission. He was a member of The Executive Lunch Group, an association of Department Heads and Commissioners who proudly served the City during the DiLieto Administration. Additionally, Orest was a tireless advocate for children associated with the tragedy in Chernobyl. He graduated from University of New Haven with his Bachelor of Science in 1968 and his Masters in Public Administration in 1975. But most importantly, Orest was a loving and caring Husband, Father, Son, Brother and Friend. He went out of his way to help anyone that asked, never expecting anything in return. His sense of humor and style were both legendary and impeccable. He deeply valued and loved his family and friends, who will never forget him, and know there will never be another like him.
